On June 20, Vietnamese President To Lam hosted a grand welcome ceremony for Russian President Vladimir Putin at the Presidential Palace in Hanoi, including a 21-gun salute, the highest honor for a visiting head of state.
During their talks, President To Lam and President Putin discussed the comprehensive strategic partnership between their nations and outlined future orientations until 2030. President Putin invited President Lam to attend the 80th anniversary of Russia’s victory over fascism in the Great Patriotic War, which the Vietnamese leader gladly accepted.
The two leaders oversaw the signing of 11 cooperation agreements in various fields, including education, nuclear technology research, disease prevention, oil exploration, justice, and sports.
President To Lam and President Putin co-chaired a joint press briefing, announcing the outcomes of their official talks. Both leaders agreed to strengthen ties based on mutual trust, equality, and respect for each other’s internal affairs, while adhering to the UN Charter and international law. They also approved a joint statement on deepening the comprehensive strategic partnership.
Party General Secretary Nguyen Phu Trong affirmed that Vietnam considers its traditional relationship and comprehensive strategic partnership with Russia a top priority in its foreign policy during his talks with President Putin.
Regarding the situation in Ukraine, the Party chief stressed Vietnam’s desire for dialogue, an end to hostilities, and a peaceful solution based on international law. He assured Vietnam’s readiness to actively contribute to accelerating negotiations in this direction.
President Putin met with Prime Minister Pham Minh Chinh, emphasizing Vietnam’s role as a trustworthy and long-standing partner. The visit provided an opportunity to strengthen cooperation in multiple fields, including economy, trade, science and technology, energy, and humanitarian exchanges, further solidifying the bilateral comprehensive strategic partnership.
Both sides agreed to expand cooperation into new, clean, and renewable energy sectors, such as liquefied natural gas and offshore wind power, to support sustainable development. They also pledged stronger collaboration in science and technology, ICT, culture, sports, tourism, and labor.
President Putin met with Chairman of the National Assembly Tran Thanh Man, underscoring the importance of inter-parliamentary cooperation and collaboration between the countries’ political parties. He highlighted the strong relations between the Communist Party of Vietnam (CPV) and the United Russia party and between the legislative bodies of both nations.
During his state visit, President Putin paid tribute to President Ho Chi Minh, Vietnam’s national liberation hero and a great man of culture, at his mausoleum in Hanoi. He also laid flowers at the Monument for Heroic Martyrs nearby.
Later that day, President To Lam and President Putin met with leaders of the Vietnam-Russia Friendship Association and Vietnamese alumni who studied in Russia at the Hanoi Opera House.
President Putin expressed his hope that Vietnamese alumni would continue to promote Russian culture, country, and people to younger generations, fostering the traditional brotherly friendship between the two nations.
